This is the 30th anniversary of Public Service Recognition Week (PSRW) a celebration to honor the men and women who serve our nation as federal, state, county and local government employees. This week, we are showcasing the accomplishments and recognize the significant challenges our GSA employees take on each and every day.
Recently, three GSA executives were among those honored by President Barack Obama as Presidential Rank Award winners for 2014. Those honored with the Presidential Rank Award of Meritorious Executive were Federal Acquisition Services’ Director of Travel and Transportation Services Timothy J. Burke; Office of Human Resources Management’s Director of Human Resources Antonia T. Harris; and Office of General Counsel’s Associate General Counsel for Real Property Barry D. Segal.
According to the Senior Executives Association, the overall group of 2014 winners saved the government more than $32 billion. The SEA hosts the awards reception at the State Department every year. This year, 113 award winners across the federal government were recognized for their efforts.
The selection process for award winners began with a nomination by their agency heads. Nominees are then evaluated with a focus on leadership and results by boards of private citizens before being submitted to the President for approval.
Only one percent of SES and one percent of senior career employees may earn the respective Distinguished Rank Awards. Only five percent of SES and five percent of senior career employees may receive the respective Meritorious Rank Awards.
As Director, Timothy manages the procurement of 15 government-wide programs representing $5.4 billion in government spending and has developed a shared services environment for travel and transportation. He holds full responsibility for enterprise-wide travel solutions including the E-Gov Travel Service which consolidated more than 250 stove-piped systems, into a standardized service.
Additionally, this leveraged business approach saves an estimated $2 billion annually with the City Pair airline program. The successful Federal Strategic Sourcing Initiative, Domestic Delivery Service is used by more than 100 agencies and bureaus to provide a data-driven service that continually saves millions each year. Timothy’s efforts secured GSA as the first federal agency to be transportation Smartway-certified, ensuring sustainability in the supply chain. Mr. Burke is known throughout the federal government as a leader who gets results through transparency, collaboration and innovation balanced with strategic risk-taking.
Antonia “Toni” Harris has been instrumental in the design and implementation of numerous programs to improve human capital management throughout her career. These include strengthening leadership development programs, implementing a single performance management system in a large agency with disparate systems, developing workforce and leadership session strategies and significantly streamlining hiring processes.
Her most recent accomplishments at GSA are exemplified by successfully developing a strategy for the appointment of more than 50 Presidential Innovation Fellows within 19 different federal agencies to support nine major cross cutting innovation initiatives, coordinating GSA senior leadership actions to support an agency-wide consolidation initiative, and re-engineering HR service and delivery models.
Barry Segal has played an integral role in many of GSA’s most significant and high-profile real estate projects. He was a catalyst behind agency efforts to negotiate a replacement lease to return the federal government to the World Trade Center following the terrorist attacks of Sept. 11. He also successfully spearheaded GSA’s procurement of 2.35 million square feet of lease space to consolidate the U.S. Patent and Trademark Office in Northern Virginia — the largest lease procurement ever undertaken by GSA at the time. In addition, he provided procurement strategy and legal support for the Department of Transportation Headquarters lease.
He’s also served as a consultant to other agencies on federal real property construction, leasing and competition issues, continuing to provide support, guidance and advice to agency officials on the agency’s largest and most significant projects, including the FBI Headquarters consolidation, and use of GSA’s exchange authorities to leverage agency assets for other needed property and services.
