Our acquisition experts specialize in understanding both the commercial marketplace and our federal partners\u2019 needs. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">To respond to the rapidly evolving software market and some important policy directives, we have updated the <a href=\"https:\/\/www.gsa.gov\/technology\/technology-purchasing-programs\/it-schedule-70\/sins-and-solutions-we-offer\/software-special-item-numbers-13233-33-34\">three Software Special Item Numbers (SINs) on IT Schedule 70<\/a>. Now our offerings align better with the way software is sold commercially. Now it\u2019s easier for our customers to get what they need, including transferring software licenses among federal entities.<\/span><\/p>\n<h2><b>Governmentwide IT Policies<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In addition to our software market innovation, we in the federal acquisition community are also witnessing an unprecedented focus and collaboration around governmentwide IT, including software:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The 2015 <\/span><a href=\"https:\/\/www.congress.gov\/bill\/113th-congress\/house-bill\/1232\"><span style=\"font-weight: 400;\">Federal Information Technology Acquisition Reform Act (FITARA<\/span><\/a><span style=\"font-weight: 400;\">) laid the foundation for changing how government buys, uses, and manages technology. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> In 2016, the Office of Management and Budget (OMB) published Memo M-16-12: <\/span><a href=\"https:\/\/obamawhitehouse.archives.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-12_1.pdf\"><span style=\"font-weight: 400;\">Improving the Acquisition and Management of Common Information Technology: Software Licensing<\/span><\/a><span style=\"font-weight: 400;\">, which laid out a category management approach to addressing the $6 billion worth of software the federal government buys each year through more than 42,000 transactions. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Also in 2016, the <\/span><a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/4904\/text\"><span style=\"font-weight: 400;\">MEGABYTE Act<\/span><\/a><span style=\"font-weight: 400;\"> established a \u201cgood for government\u201d forum to help agencies with their major software acquisition and management needs, including implementing the requirements in OMB Memo M-16-12. <\/span><\/li>\n<\/ul>\n<h2><b>Special Item Number (SINs) Updates<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The updates to <\/span><span style=\"font-weight: 400;\">Software Special Item Numbers (SINs) 132-32, -33, and -34 <\/span><span style=\"font-weight: 400;\">will make it easier for GSA to serve our federal partners, help them comply with policies, and give them new solutions by:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Adding language within Term Software SIN (132-32) to define term software \u00a0licenses and distinguish between Term Software and Software as a Service (SaaS) included in the Cloud SIN (132-40);<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Including optional software identification tags and transferability rights under SIN 132-33 Perpetual Software Licenses;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Renaming SIN 132-34 from Software Maintenance Service to Software Maintenance Services;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Adding utilization limitations under SINs 132-32, 132-33, and 132-34 clarifying rights and ownership of derivative works; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Defining Commercial Supplier Agreements (CSAs) to include Enterprise User License Agreements (EULAs), Terms of Service Agreements (TOSs), and other licensing agreements.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">We are dedicated to aligning what we offer with what the current marketplace\u2019s demands, as technology changes rapidly.
