Acknowledging our Veterans, their contributions to the IT Category

In celebration of Veterans Day, I want to thank our Veterans for their service and dedication. I’m grateful for the sacrifices they have made for us. Our Veterans exemplify the qualities that enable our country to overcome the greatest obstacles.

GSA partnering with Veterans

GSA is dedicated to supporting Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) in the federal IT market. ITC currently has hundreds of highly skilled SDVOSBs between our Multiple Award Schedule – IT (MAS-IT) and the Veterans Technology Services 2 (VETS 2) and 8(a) STARS III IT services Governmentwide Acquisition Contracts (GWAC).

While SDVOSBs have many opportunities to participate in the IT marketplace, VETS 2 is currently the government’s only GWAC set aside exclusively for SDVOSBs.

I’m happy to say that the VETS 2 option was exercised earlier this year in February 2023. In total, 45 industry partners received their option. This will provide federal agencies with continued use of this best-in-class solution for their long-term IT service project needs, with the performance of task orders extending out through 2033. As of August 2023, VETS 2 has had more than 200 task order awards with over $1.4 billion in Obligated Sales and a Total Estimated Sales of over $3B.

SDVOSBs bringing real mission impact

Last year at this time, I shared several examples of the great work of our Veteran partners and I’m happy to bring fresh ones this year:

  • One of the DoD agencies recently awarded a $404 million order through VETS 2 to provide Enterprise IT Support Service for their Combat Capabilities Development Command Aviation and Missile Center (AvMC). Through these IT support services, the SDVOSB will fill the agency’s need to provide the personnel, services, and supplies necessary to enable the full lifecycle of IT support requirements across AvMC.
  • Another DoD agency also awarded a $24M task order award for extensive cybersecurity services. Our VETS 2 industry partners provided the defense agency with a service that is essential to protecting our nation’s security. Cybersecurity has become a fundamental IT service needed to keep our country safe and secure and VETS 2 can deliver these mission-critical national security services.

Veterans, looking to the future

Our commitment doesn’t stop with our existing contracts. Our next small business GWAC, Polaris, will have an SDVOSB pool as well. Polaris is being designed to assist agencies in acquiring customized IT services and IT services-based solutions while expanding opportunities for SDVOSB firms. Celebrating our Veterans

In thinking about Veterans Day this year, I want to pay special tribute to America’s Veterans for their service and dedication to this great nation. I’m grateful for the sacrifices they have made to defend our nation. Our Veterans are an example of the strength, courage, and resolve that allows our country to overcome so many of the challenges we face.

I have spent time with Veterans and Service Disabled Veteran Owned Small Business (SDVOSB) owners and know their desire to serve continues after they leave active service. I am proud that GSA is committed to working with this community.

GSA working with Veterans

GSA is dedicated to tapping into that strength, courage, and resolve by bringing the SDVOSB community to the federal IT market.

There were more than 800 SDVOSBs across the entire government-wide IT category last year that reported sales. ITC is represented by 357 of those industry partners through our Multiple Award Schedule – IT (MAS-IT) contract and the Veterans Technology Services 2 (VETS 2) and 8(a) STARS III IT services Governmentwide Acquisition Contracts (GWAC). Through these acquisition vehicles, SDVOSBs won more than $1.46 billion of the IT market last year.

Through GSA contract vehicles like VETS 2, service-disabled veterans continue to serve our nation by providing innovative IT solutions in support of agency missions and the military. VETS 2 is currently the government’s only GWAC set aside exclusively for SDVOSBs.

The VETS 2 option period is coming up next year and we have every intention of exercising that option for those SDVOSBs meeting the terms and conditions of the contract. This will provide federal agencies with continued use of this socio-economic small business, best-in-class solution for their long-term IT service project needs, with the performance of task orders extending out through 2033.

SDVOSBs bringing real mission impact

While I can’t call out individual SDVOSBs, I do want to offer a couple of examples of their great work:

  • One of our customer agencies recently awarded a $248 million order through VETS 2 to provide IT Support Services for their digital infrastructure services center. Through these IT support services, the SDVOSB will fill the agency’s need for maintaining legacy operations and to innovate, at an accelerated pace, to meet the customer’s requirements into the future.
  • Another recent innovative task order award for $166 million was for enterprise services integration and modernization. The scope of the task order is to provide a quality-focused process and capability that enables effective sustainment and modernization of command, control, communication, computers, and information technology systems. The task order will modernize military headquarters to include operations centers, planning rooms, and conference rooms, utilizing innovative technologies such as video walls, audio processors, and multi-classification video teleconference systems.

Veterans, key to the future

Our commitment doesn’t stop with VETS 2 and MAS-IT. GSA’s next small business and socio-economic small business GWAC, Polaris, will have an SDVOSB pool. Polaris is designed to assist agencies in acquiring customized IT services and IT services-based solutions while expanding opportunities for SDVOSB firms. These contracts drive progress on important public policy objectives, including the President’s Executive Order 13985 On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government as we work to improve diversity, equity, inclusion, and accessibility.

Bringing GSA’s Polaris GWAC to Life

We’re proud of the work we do to support agency missions at GSA, and we recognize the very important role small businesses play in making that a reality.

GSA’s GWAC heritage

We’ve promoted the growth of the small business community in the US for decades. Through GSA’s Governmentwide Acquisition Contract (GWAC) program, we have built a solid foundation that connects the small business community to the federal IT market, promoting access to innovation, and supporting job creation nationwide. For decades, the GSA GWACs have served as a springboard for companies to grow and create jobs and opportunities.

Since the late 1990s, GSA’s GWACs have served as a gateway for federal agencies to access highly qualified information technology (IT) vendors. And, since their inception, customers have relied upon our small business GWACs to fulfill over $27 billion in IT requirements for agencies across government.

Small Business GWACs serving your mission

We want to keep improving on these important solutions to ensure they remain the contracts of choice for our industry partners and customer agencies. We’ve been hard at work on our current and next generation of contracts.

8(a) STARS III successfully launched (with more awards to come) this summer with a 5-year base period, 3-year option, and a $50 billion ceiling to give agencies plenty of runway into the future. This is a big deal for the Small Disadvantaged Businesses (SDB) community and we’re excited to see how they turn these opportunities into great outcomes! Even though 8(a) STARS II has officially sunset, existing task orders will continue being worked for several more years.

VETS 2 is humming along. With a little over three years of performance so far the contract already has $1.68B in total estimated value from 122 task orders. Agencies depend on VETS 2 every day to meet their missions.

With the creation of Polaris, our next small business GWAC, we’ll build on the success of these programs and become the first GSA GWAC to feature multiple socioeconomic groups through a single offering.

Polaris, a bright future

Polaris will bring innovation to the small business community, federal agencies, and the acquisition workforce leading to substantial benefits to small businesses, improved technology for federal agencies, and greater flexibility for acquisition professionals across government.

Polaris will also drive progress on important public policy objectives including the President’s Executive Order 13985 On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. Initial priorities on Polaris will be the creation of pools to accommodate set-asides for small businesses; women-owned small businesses (WOSB); service-disabled, veteran-owned small businesses (SDVOSB), and businesses located in HUBZones to help deliver on their mission and meet their socio-economic goals.

We are developing a dynamic contracting program that provides flexibility to establish additional industry partner pools on Polaris in the future as we continue to assess technology trends and changing customer needs.

The resulting approach incorporates feedback from agencies and industry, and includes ways to ensure that the technology remains relevant and the latest acquisition policies are used.

Through Polaris, we will:

  • Establish a pre-qualified industrial base that government agencies can tap into with confidence and ease
  • Bring multiple socioeconomic categories onto one vehicle to provide agencies with convenient access to small disadvantaged IT service providers
  • Enable agencies to acquire state-of-the-art IT services in a compliant and cost-effective manner

The overarching strategy shaping our approach to Polaris includes:

  • Providing greater opportunities to small businesses by removing barriers to entry and providing additional training and engagement with industry
  • Supporting greater equity in government contracting
  • Connecting agencies with highly qualified technology providers
  • Improving ease of use for agencies, industry partners, and GSA employees

Key Polaris features that we’re aiming for:

  • Periodic refreshment of the industrial base through on-ramps
  • Access to emerging technologies
  • No-price awards with pricing negotiated at the task order level — to promote competition.
  • Inclusion of a technical refresh clause that can be triggered as needed to adapt to customer needs.
  • Support for IT modernization and emerging technologies capabilities by offering the latest in cloud offerings from storage services to quantum computing services
  • Catalog of service offerings
  • A maximum 10-year ordering period
  • No contract ceiling
  • Leverage the cloud business model for service offerings

Polaris will also include supply chain risk management (SCRM) and cybersecurity requirements similar to those that were included in the 8(a) STARS III GWAC.

Polaris will support GSA’s goals to help agencies reach their sustainability goals, reduce the environmental impact of the federal government, make the work environment more sustainable and environmentally friendly, and protect the environment by fostering markets for sustainable IT technologies and services.

Many of you have had questions about how teaming arrangements and joint ventures will work on Polaris. In a soon-to-be-released update to our draft solicitation, we’ll be including guidance on how joint ventures will be scored.

Navigating the Future

As we work to bring Polaris to market we have a very busy fall season lined up.

We’re working to release an updated draft of the Polaris solicitation for sections L and M and the scorecard, and we’ll welcome your feedback on those. Keep an eye on our Small Business GWAC Community of Interest page for that.

We met with our VETS 2 Industry Partners about the inclusion of an SDVOSB pool on Polaris and we’re actively gathering their input.

VETS 2 Provides IT Services Core Capabilities

GSA’s Veteran Technology Services 2 (VETS 2) Governmentwide Acquisition Contract (GWAC) for IT Services provides critical IT solutions with comprehensive core capabilities to meet diverse agency IT requirements, including new and emerging technologies.

We recently conducted a survey of our 69 highly qualified VETS 2 industry partners to better understand their core capabilities and to highlight their strengths. This survey provides great insights into how VETS can help agencies — and we wanted to share.

We received responses from 97 percent of VETS 2 contractors and we’ve depicted those results below in graph format. Here are some highlights:

The top four types of IT Services they provide are:

  • IT Operations and Maintenance
  • Software Development
  • Information and Communications Technology
  • IT Security

VETS 2 contractors have successfully performed a variety of IT services for the government, the top five areas of past performance include:

  • IT Service Desk
  • Cyber Security
  • Agile Software Development
  • Cloud Computing
  • CyberOps

I also want to point out that 90 percent of VETS 2 industry partners hold a secret or top secret security clearance and 84 percent have an audited and approved cost accounting system. This means that no matter what your IT requirements are, our VETS 2 industry partners are well positioned to help.

VETS 2 is recognized by the Office of Management and Budget as Best-in-Class and is the only GWAC set-aside exclusively for Service-Disabled, Veteran-Owned Small Businesses. It’s the ideal vehicle to meet your IT mission needs.

GSA’s VETS 2 GWAC Celebrates 3rd Year Anniversary

February 23, 2021 marks the third anniversary for GSA’s VETS 2 Governmentwide Acquisition Contract (GWAC). Customers from across the federal government have used VETS 2 for a wide variety of IT Services while also receiving Service-Disabled, Veteran-Owned Small Business (SDVOSB) credit toward their Small Business Procurement Scorecard, as well as Best-in-Class (BIC) Tier 3 credit toward Spend Under Management goals. I’m pleased to report that in just three years, VETS 2 has more than 100 task order awards with a total estimated value at approximately $1.1 billion.

VETS 2 provides access to 69 highly qualified companies capable of completing virtually any IT service requirement, including agile software development, artificial intelligence, cloud computing, and other emerging technologies. Customers have used VETS 2 for a wide range of mission-critical requirements, including a web conferencing solution at GSA, a cybersecurity support project for the Office of the Secretary of Defense, and an IT service desk for the US Air Force, to name a few. With strategic partners like the Department of Homeland Security (DHS) and Treasury identifying GSA Best-in-Class GWACs as preferred sources for IT requirements, the future is bright for VETS 2.

I couldn’t be more proud of the VETS 2 program team and our small business industry partners – the work they do makes a real difference. With an initial period of performance through February 22, 2023, and a five-year option until February 22, 2028, VETS 2 has a lot of runway to help your agency achieve its mission.

Veteran Owned Companies Bring Cybersecurity Expertise to Federal Customers

As we celebrate Veterans Day, we want to take a moment to appreciate all of the men and women who contribute to this great nation through their service in our military. America’s veterans are one of our most valued resources. Veterans bring a unique skill set, knowledge, and experience to everything they do; and GSA has been able to tap into their valuable expertise through our Service-Disabled Veteran-Owned Small Business (SDVOSB) contract for IT Services, VETS 2.

GSA’s VETS 2 Governmentwide Acquisition Contract is available to all federal customers. Agencies purchasing IT services through the VETS 2 contract demonstrate how prevalent veterans are in supporting mission-critical IT services needs across the federal landscape. One of the important core capabilities of VETS 2 is Cybersecurity. The SDVOSB firms on the contract have done the work, and 77 percent of the firms have extensive experience in cybersecurity. More than 60 of the VETS 2 industry partners have a secret or top-secret facilities clearance. These companies are well established in the IT industry. The background they bring with their previous military experience has been key to their success.

The IRS, Treasury, DHS, DoD, Army, and Air Force have all tapped into the expertise of our VETS 2 Industry Partners. They have placed task orders on the contract for IT Security and Cybersecurity requirements. Since the inception of the VETS 2 contract in February of 2018, there have been 21 task orders specifically to support IT Security needs within the government. This shows that veterans can provide the specialized knowledge, skills, and abilities that are needed today.

The single largest task order that has been issued on the VETS 2 contract was completed by GSA’s Federal Systems Integration and Management Center (FEDSIM) on behalf of the United States Army Pacific (USARPAC). This task order will help USARPAC in providing a quality-focused process and capability that enables effective sustainment and modernization of critical Command, Control, Communications, Computers (C4), and IT systems. These services include site surveys, engineering, design, procurement, logistics, implementation, operations and maintenance, knowledge management, cybersecurity, and training of new and existing C4 IT systems. This is an excellent example of the broad capabilities available through VETS 2.

2020 has been hugely successful for the VETS 2 contract, with 97 task orders worth more than $1 billion. This contract is only in its third year and is already surpassing expectations. There are 69 industry partners on the contract with a variety of specialized IT services core capabilities. VETS 2 is also a Best-in-Class contract as designated by the Office of Management and Budget. Federal customers using VETS 2 will receive socioeconomic credit toward small business goals as well as credit toward their
Spend Under Management goals.

On Veteran’s Day each year, we reflect on the hard, mission-enabling work our veterans continue to deliver for our government every day, and I couldn’t be more proud of our VETS 2 team and industry partners.

GSA’s VETS 2 GWAC Celebrates 2nd Birthday with 50th Task Order Award

Since GSA’s VETS 2 Governmentwide Acquisition Contract (GWAC) opened for business in 2018, agencies from across the federal government have discovered its talented contractor pool, easy ordering, and competitive pricing as a great resource to meet their technology requirements. VETS 2 also benefits agencies by offering both Service-Disabled, Veteran-Owned (SDVO) small business credit and access to a coveted Best-in-Class contract solution. This has resulted in 50 task order awards valued at nearly $600M in just over two years.

It’s easy to see why this GWAC has grown so popular. VETS 2 provides access to 69 highly qualified companies capable of completing virtually any IT service requirement, including emerging technologies like agile software development, artificial intelligence, and cloud computing. VETS 2 also happens to be the only GWAC in the federal government that is set-aside exclusively for SDVO small businesses. These features make VETS 2 an excellent choice for customers looking to enhance business processes or solve a problem at their agencies.

In two short years, DOD and civilian agencies have utilized VETS 2 for a range of mission-critical requirements; including cybersecurity, IT helpdesk services, data analytics and an agency-wide web conferencing solution. With agencies continuing to identify GSA Best-in-Class GWACs as preferred sources for IT requirements, the future is bright for VETS 2.
