Polaris: Women Owned Small Businesses, Get SBA Certified

On December 31, 2020, GSA released the Draft Request For Proposal (RFP) for comment for our next generation small business GWAC, Polaris. With the creation of Polaris, GSA will build on the success of the now-expired Alliant Small Business GWAC by providing additional opportunities for small businesses, including but not limited to, HUBZone and woman-owned small business (WOSB) firms. We couldn’t be more proud of our team for putting this together, and we’re looking forward to your feedback.

WOSBs are Key Contributors

As we indicated in the draft RFP, GSA is considering socioeconomic pools to include WOSBs to maximize competition within the Information Technology Category. It’s very important to GSA that WOSBs are included in our contracts as they are key contributors to the government marketplace. It’s vital that the government have access to a robust pool of SBA certified WOSBs to ensure access to as broad of an industrial base as possible.

GSA is encouraging WOSBs to respond to the draft RFP to help ensure the following:

  1. there is a sufficient pool of WOSBs that are SBA certified
  2. to meet the annual federal goal of 5 percent of all federal contract dollars spent being awarded to WOSBs
  3. to help increase competition in the IT emerging technologies and innovations space.

You’re a WOSB, Why Get Involved?

In FY20, the federal government invested more than $87 billion in IT, with approximately $47 billion allocated to IT services. Federal agencies awarded $15.6 billion in IT services to small businesses, with more than $5 billion awarded through IT Category contracts. Every day, small businesses are making a huge impact in helping agencies achieve their missions.

SBA WOSB Certification

As of July 15, 2020, The U.S. Small Business Administration (SBA) implemented Congress’ changes to the WOSB Federal Contracting Program, as outlined in the 2015 National Defense Authorization Act (NDAA).

We’re encouraging WOSBs to work with the SBA, which implements and administers the WOSB Federal Contracting Program, in order to understand and navigate the certification process to ensure the right certifications are in place.

  • Before firms can compete for WOSB Federal Contracting Program set-aside (including Polaris) contracts, they must apply for certification through the new process on beta.certify.sba.gov

Polaris: GSA’s Next-Generation Small Business GWAC

As an organization, GSA places a lot of importance on guiding IT service providers in forming relationships and doing business with the federal government. GSA is also here to assist agencies as they navigate the marketplace of emerging and transformative IT solutions that will help them achieve their missions and perform efficiently.

With that in mind, we’re naming our next-generation Governmentwide Acquisition Contract (GWAC) “Polaris,” and we’re developing it with these important attributes as our guides.

Polaris is also known as “The Guiding Star” in the night sky. This GWAC represents another step forward for the next generation of IT services based solutions from GSA. Polaris will not only guide small businesses through the federal market, it will also help GSA customer agencies through the acquisition of IT service-based solutions, and give GSA a chance to improve our offerings and set the agency on a solid course for the future.

On August 27, GSA hosted “Your Voice Matters: Help Shape GSA’s Next Small Business GWAC Industry Forum.” During the event, attendees heard firsthand about our vision for providing opportunities for small businesses – including underrepresented socio-economic categories – and state-of-the-art IT solutions for federal agencies through next-generation GWACs.

Teamwork makes the dream work

GSA recognizes the value of collaborating with our industry partners, customers, and other stakeholders. The only way to improve the quality and availability of IT services in the marketplace is to know exactly how agencies and industry partners feel about current products and processes, as well as opportunities for innovation. For that reason, we solicited feedback from industry partners prior to and during the industry forum. At that time, we also vowed to keep the conversation going.

To facilitate that dialogue, we launched the SB GWAC Community of Interest (COI). The COI is a webpage that allows for an exchange of thoughts on topics related to all of GSA’s small business GWACs. This input will be taken into consideration as we develop a plan forward. Additionally, engagement with agency and industry partners will continue through additional market research.

Broadening the Industrial Base

Pricing Strategy: GSA is considering new strategies to increase our pool of qualified small businesses that serve federal agencies. One of the most ambitious approaches involves the potential employment of Section 876 of the Fiscal Year 2019 National Defense Authorization Act in the next-generation vehicle, through FAS’s “Enhancing Competition at the Order Level” initiative under the Federal Marketplace Strategy. Section 876 gives GSA authority to award contracts to qualifying offerors without considering prices for services acquired on an hourly rate basis.

As this would shift the focus to pricing competition at the task order level – it is important that we continue our efforts to increase competition in the marketplace by creating opportunities for qualified small businesses.

On-ramps: By offering open season on-ramps, the industrial base could be expanded as technology changes, the market evolves, and to improve competition at the task order level. This would be a great benefit to federal agencies. On-ramping could allow agencies continuous access to top performing industry partners that offer the latest advancements in technology. On-ramping will also allow vendors the opportunity for consideration to be on the GWAC following the initial award period.

Additionally, small businesses with fresh ideas could have the opportunity to participate in the federal IT services marketplace. This approach could also improve overall federal government efficiency and might potentially help close the age-old government/private sector technology gap.

Opportunity Expansion: GSA’s small business GWACs have supported agencies in meeting their small business goals for more than two decades. We want to build on this success by looking at small businesses without socio economic status as well as options to increase opportunities for HUBZone and woman-owned small businesses. GSA is also eager to engage with industry about the possibilities of providing lifecycle opportunities on GSA contract vehicles for small businesses as they grow and mature.

Embracing Technology to Maximize Efficiency: Polaris aims to provide customers with streamlined access to emerging technology providers including those offering artificial intelligence, automated technologies (like robotic process automation), blockchain, 5G implementation (including edge computing), cyber security, and cloud.

Efforts to Ease the Process

In hopes of optimizing performance, GSA is improving existing business practices. Recent industry feedback has made it clear that we must work even harder to ease the strain that prospective future GWAC holders experience while trying to partner with us. For that reason, we are working on improvements to the proposal submission and evaluation processes. We’re currently exploring the use of an online proposal submission tool to expedite the award process. We’re also looking at an evaluation strategy that aligns with customer requirements, while using objective evaluation criteria to the maximum extent possible. Additionally, as a result of positive feedback received on the self-scoring approach used on VETS 2 and Alliant 2, a similar strategy for the new vehicle is being considered.

Power in Knowing

GSA’s Office of Small and Disadvantaged Business Utilization (OSDBU) has long been a valued resource to the small business community. We recognize that small businesses fuel the nation’s economy and sincerely welcome our responsibility to provide the support the community needs and expects. As with past GWAC launches, GSA is equipped to help prospective GWAC partners familiarize themselves with the process. GSA’s OSDBU team helps small businesses better position themselves for available opportunities by providing training and resources. This includes free virtual training on creating a federal marketing plan, and identifying federal customers through the Federal Procurement Data System (FPDS). We plan to host regular engagement events to keep all stakeholders up-to-date on the path to the new Polaris solicitation and award. Details about our future engagements will be made available on the COI web page.

What’s the Timeline?

We are in the very early stages of the process and are looking forward to continuing dialogue with our industry partners and agency customers. We’re working to release a request for information this month and we’re hopeful that we’ll be able to get a draft request for proposals out within the next few months.

We are enthusiastic that our new, next-generation small business GWAC has the potential to not only increase the industrial base and pool of qualified vendors, but also vastly increase the quality and diversity of IT services available to federal agency customers.

GSA Driving Success in the Small Business Community

Here at GSA, we couldn’t be more proud of our small business partners – they are critical to our ability to deliver mission-enabling technology products, services, and solutions to agencies.

We’re also proud of the various paths to success we provide to small businesses of all types through our contract solutions. While the COVID-19 pandemic continues to present new challenges and obstacles to many of GSA’s partners in the small business community, we are doing all we can to help keep this important part of the federal IT ecosystem vibrant and successful. As we all navigate new realities and requirements, GSA is working to ensure small businesses have the opportunities to thrive; and that we’re fully supporting them.

The Importance of Small Businesses

The numbers drive this home. In fiscal year 2019, the federal government spent over $68.1 billion on IT, with approximately $47 billion allocated to the IT Services sub-category. Federal agencies awarded $15.6 billion in IT services alone to small businesses. $5.3 billion of that went through GSA contracts. That’s not a small chunk of change.

Considering that almost a third of IT services spend was conducted through GSA and 75 percent of companies on GSA’s Schedule are small businesses; not to mention the nearly 1,000 small businesses on GSA’s Governmentwide Acquisition Contracts (GWACs), the data show that customer agencies continue to rely on GSA and our small business partners’ solutions as invaluable tools to meet their acquisition requirements.

Long History of Supporting Small Businesses

Our small business GWACs have a long history supporting stakeholders – going back to the late 1990s. The GWACs have been focused on assisting customers in meeting statutory and other small business goals while meeting mission outcomes. The first GSA 8(a) GWAC, 8(a) FAST, was awarded in 1997. Since that time, customers have relied upon GSA’s small business GWACs to fulfill over $27B in task orders. Given their direct material contributions to the small business industrial base, the SBGWACs have been supported by every administration since their inception, having iteratively evolved through continuous improvement across each generational sprint.

Given this history, the popularity of these contracts, and the government’s reliance on GSA to deliver these solutions; we take our commitment seriously. Supporting small businesses has always been, and will continue to be, a key driver for GSA going forward.

Looking to the Future

Built with the future in mind, all of GSA’s GWACs have been designated as best-in-class (BIC) – preferred governmentwide solutions capable of supporting Tier 3 spend, a focus of the governmentwide category management strategic plan. We’re focused on ensuring our solutions meet the needs of our customers with a robust number of small businesses of all types.

GSA’s IT Category Small Business Vehicles

  • GSA’s MAS – Information Technology has approximately 4,000 small business industry partners with periods of performance for up to 20 years.
  • 8(a) STARS II GWAC has approximately 800 8(a) firms, supporting the most common IT services NAICS codes; it allows for direct buys up to $4 million, through the end of FY21.
  • VETS 2 GWAC has 70 service-disabled veteran-owned small business contract holders. The initial period of performance through February 2023 with an additional five-year option.
  • Enterprise Infrastructure Solutions (EIS), has three (3) small businesses supporting enterprise telecommunications and networking solutions with option periods through 2032- a first-ever for our flagship telecom contracts.

8(a) STARS III Update

The 8(a) STARS II GWAC has exceeded all of our expectations. We’ve raised the contract’s ceiling more than once to accommodate demand. In fact, it’s at its ceiling again and demand continues to be through the roof; we’re working on remedies now to ensure the government can continue to benefit from this easy to use and effective solution

As we move into this contract’s fourth generation we can say for certain that this program is a huge success. The 8(a) STARS program has served as a small business accelerator into the competitive government contracting marketplace, with a significant number of prior 8(a) STARS program participants growing their business so much that we now see them thriving with the big companies on GSA’s Alliant 2 GWAC.

Following that unprecedented success, we’re working on the release of the final solicitation for STARS III. The STARS III GWAC will increase opportunities for agencies to meet socioeconomic goals through our innovative solutions that, in addition to the great 8(a) STARS II foundation, will facilitate emerging technology and OCONUS requirements through specific master contract sub-areas. We plan to issue the final RFP for the 8(a) STARS III GWAC this fiscal year.

Planning The Way Ahead

As we look to the future, we intend to continue to support a large, diverse, and highly capable base of small business IT providers. GSA is pursuing creative strategies to increase the opportunities available to small businesses and expand the pool of small businesses on GSA contracts.

Emerging technology and security are key enablers for good government and GSA is looking at how we can provide more opportunities to innovative small and socioeconomic businesses (Women-Owned, HUBZone, 8(a), and Veteran-Owned), so customer agencies can tap into their expertise to drive IT modernization and improve service delivery.

We’re working to:

  • ensure that contract holder capabilities meet the evolution of technologies and refresh as needed via onramps.
  • remove small business barriers to entry by simplifying submission requirements for future GWACs.
  • further increasing engagement with industry prior to the release of solicitations via industry days and targeted conferences.
  • host regularly scheduled GWAC Program Meeting Reviews (PMR).
  • provide industry partner training.
  • encourage the establishment of an Industry Council for each SBGWAC.

GSA’s Startup Springboard Speeds Access for Small Businesses to Government

Just a few years ago you’d be hard pressed to find a tech startup with a GSA contract.  But that’s a thing of the past, thanks in part to GSA’s innovative IT Schedule 70 Startup Springboard, which offers new and smaller IT businesses an easier and faster way to get a Multiple Award Schedule (MAS) contract.

What is the Startup Springboard?

An integral part of GSA’s Making It Easier initiative, the IT Schedule 70 Startup Springboard offers tech startups and young companies an alternative to the two-year professional experience requirement traditionally required of a company trying to get on a GSA Schedule.

With Springboard, prospective industry partners can use their executives’ professional backgrounds, key personnel’s project experience, and related financial documents to complete their IT Schedule 70 proposals.

Making It Easier

For years we heard from industry that the unique government requirement of two-years of corporate experience before becoming a schedule contractor caused problems for small businesses, and were particularly challenging for startups. Vendors had previously found it very difficult to navigate the complex path to getting on the schedule while customer agencies were not able to access the emerging technologies available in the market particularly from startups.

The Startup Springboard addresses our customers’ emerging technology needs by getting companies and their innovative solutions onto IT Schedule 70 and into the hands of customer agencies faster, increasing acquisition and operational efficiencies, providing greater opportunities for small businesses, and saving taxpayers money.

Success Stories

As of September 2017, 14 companies, 13 of them small businesses, have been awarded IT Schedule 70 contracts under the Startup Springboard initiative. Among them is Vricon, a provider of imagery solutions to the intelligence and military communities. Vricon had its first deal within a week of getting on IT Schedule 70: a $2 million contract with the U.S. Special Operations Command (USSOCOM). And with $5 million in sales to the government to date, the young company quickly helped us prove the Springboard really does what it was designed to do: make it easier for new and innovative companies to start working with government.

Security Solutions Technology (SST) had only been in business eight months before joining IT Schedule 70 through the Springboard program. SST provides IT and cybersecurity services and solutions to federal, state, and local government agencies and has more than $1.8 million in sales so far.

Springboard has also helped HUBZone and certified veteran-owned small businesses (VOSB) and woman-owned small businesses (WOSB) get on IT Schedule 70. See the complete list of businesses now on IT Schedule 70 that went through the Springboard process at the end of this blog post.

The success of the IT Schedule 70 Startup Springboard and our other tools is a direct result of our commitment to addressing longstanding concerns of industry partners and government agencies. We’re addressing our customers’ emerging technology needs by getting companies — and their innovative solutions — onto IT Schedule 70 faster.

8(a) STARS II GWAC Continues Win-Win for Government Customers and Small Businesses

Moving government IT capabilities forward to meet the operational challenges of the 21st century is not a one person job – it requires a balance of government and industry, especially small businesses, all collaborating and working together. Our small business Governmentwide Acquisition Contracts (GWACs) vendors have years of experience in finding that balance and the numbers to show for it. With more than 3,200 task order awards valued at $5.3 billion since 2011, the 8(a) STARS II GWAC delivers on its promises to federal agencies and provides abundant opportunity for small businesses.

During a recent open season, we added approximately 500 industry partners to GSA’s 8(a) STARS II GWAC. This increase in qualified vendors enhances opportunities to small businesses while moving the federal government forward with more competitive and innovative sources of IT services.

The open season awards, announced on June 13, 2017, help GSA continue our support of the Small Business Administration’s 8(a) business development program while assisting agencies in meeting their small business goals, operational requirements, and mission needs.

Helping promote small business growth

Conducting an open season solicitation on the existing 8(a) STARS II contract allowed hundreds of new 8(a) IT firms to join the GWAC, giving them access to federal procurement opportunities that may have previously been closed to them. It increases competition and allows GSA to offer an even stronger pool of diverse and capable vendors to our customer agencies.

Providing federal agencies flexible IT solutions

Like all of our GWACs, the 8(a) STARS II GWAC is a multiple-award, indefinite-delivery/indefinite-quantity (ID/IQ) contract designed to provide federal agencies cutting-edge technology solutions.

It includes four functional areas, derived from the North American Industrial Classification System (NAICS):

  • Custom Computer Programming Services (NAICS 541511)
  • Computer Systems Design Services (NAICS 541512)
  • Computer Facilities Management Services (NAICS 541513)
  • Other Computer Related Services (NAICS 541519)

GAO Denies Pre-award Protests Against Alliant

I am pleased to announce that we are continuing with the evaluation and award (planned for Fall 2017) of GSA’s $50 billion Alliant 2 Governmentwide Acquisition Contract (GWAC). Our decision follows the recent decision by the U.S. Government Accountability Office (GAO) to deny four companies’ protests to our new source selection methodology and the number of contractors to be awarded.

Alliant 2’s innovative evaluation methodology is characterized as  “highest technically rated, with fair and reasonable price.” It achieves best value under Federal Acquisition Regulation (FAR) part 15.101 by identifying offerors with the most relevant technical expertise who propose fair and reasonable pricing.  The method was pioneered by GSA’s OASIS (One Acquisition Solution for Integrated Services and further developed under the Human Capital and Training Solutions (HCaTS) and Alliant 2 programs.

In their decision, GAO stated that they found “…no basis in the FAR to object to a proposed source selection process that contemplates award to the highest technically rated offerors without using a tradeoff process.”

GAO further commented that FAR Section 1.102(d) permits reasonable exercise of the contracting officer’s discretion, recognizing that if a procurement strategy is in the government’s best interest, and is not explicitly prohibited, then the innovative procurement process is permissible.

GAO Decision Impact

GSA’s innovative source selection methodology on the Alliant 2 solicitation was directly challenged through several pre-award protests to GAO. However, GAO found that the methodology is valid, not objectionable, and supported by the discretion afforded contracting officers when they use the FAR. This decision affects IT acquisitions significantly.

This unprecedented decision reinforces the fact that government has the flexibility to try new and innovative source selection methodologies, among other things. As a proactive partner with federal agencies, GSA is always willing to try new ways to better serve government and improve mission delivery.

Our goal is to create comprehensive IT solutions available from the very best companies.

Ongoing Partner Engagement

We engaged both government stakeholders and industry partners from the beginning of the procurement process, and conducted extensive acquisition planning and market research to determine how to best structure the Alliant 2 GWACs. We always strive to maximize our collaboration with federal agencies and industry in order to identify the most advantageous structure for our contracts and to incorporate their ideas.

You may also remember a previous blog about Alliant 2 (including Alliant 2 Small Business) describing how much effort the team put into ensuring robust transparency, collaboration, and innovation at each phase of the process, especially during Alliant 2’s pre-solicitation phase.

These outreach efforts included:

  • Coordinating agency customer and industry working groups,
  • Hosting five separate pre-proposal conferences attended by over 1000 people, and
  • Publishing seven Requests for Information (RFIs) through FedBizOpps (FBO) with two official industry days, and two separate fully comprehensive and complete draft Requests for Proposals (RFPs).

I know that the Alliant 2 and Alliant 2 Small Business contracts will meet the needs of federal agencies for IT services and will include a diverse set of highly qualified industry partners.

Alliant 2: Shaping the Future

The Alliant & Alliant Small Business Governmentwide Acquisition Contracts (GWACs) have been a remarkable success for our customers, for our industry partners, and for GSA. Over the last eight years, more than 60 federal agencies have awarded over $36 billion in work to Alliant & Alliant SB partners.

Alliant has also taught us the importance of partnerships, education, training, and customer service in developing and delivering successful contract vehicles.

The Alliant success story is demonstrated in the loyalty we see from our customers. The U.S. Department of Navy, Defense Health Agency, and U.S. Special Operations Command selected the Alliant GWACs as their primary vehicles for IT services.

Having a broad-based scope built on Federal Enterprise Architecture (FEA) that allows for “anything IT anywhere” plus the ability for all contract types to be performed, the Alliant GWACs streamline the acquisition process for federal agencies, resulting in time- and cost-efficient acquisitions that lead to savings for U.S. taxpayers.

Shaping the Future Alliant

Looking to the future, GSA’s GWAC Program, is working on the next-generation GWACs: Alliant 2 (A2) and Alliant 2 Small Business (A2SB).

A2/A2SB will continue to build on our success supporting federal agencies that have mission-critical, complex IT services requirements for long-term programs.

The A2/A2SB’s pre-solicitation phase has raised the bar in terms of transparency, collaboration, and innovation, by engaging with and involving both federal agencies and industry partners in each step of the process. The A2/A2SB team performed thorough market research for over three years and laid significant groundwork in the pre-planning phase with efforts including:

  • An A2/A2SB Interact community with more than 8,200 members
  • A publically reviewed business case on OMB MAX
  • Hundreds of meetings/presentations for interested agencies
  • Customer and industry working groups
  • Seven Requests for Information (RFIs) through FedBizOpps (FBO) with two official industry days, and two separate fully comprehensive and complete draft Requests for Proposals (RFPs)
  • Five separate pre-proposal conferences attended by over 1000 people

We’re excited when we consider the future for our GWACs. The collective input and feedback toward developing A2/A2SB this past year has been our major contribution to an outstanding product.

What’s New

Here are some of the notable improvements included in A2/A2SB that will give our customers greater value:

  • scope improvements,
  • new information technology (IT) service labor categories,
  • new cybersecurity standards,
  • new environmental standards,
  • incorporation of required Defense Federal Acquisition Regulation Supplement (DFARS) regulations/provisions into the master contract so they automatically flow down to the task order level on any/all task orders issued by a Department of Defense (DOD) agency

Collaboration is Key

I’ve always been impressed by the amount of collaboration that goes into the Alliant GWACs among all parties: GSA, the procuring agencies, and the companies performing the work under Alliant task orders. The relationships we’ve built with our government and industry partners have been, and will be, critical to the GWAC program’s continued success.

I’m confident that our stakeholders will be pleased and I cannot overemphasize how important the collaboration is to ensuring we develop and provide a superior GWAC solution for the government. While doing market research and in planning future solicitations and innovations we want to be sure that our intentions are vetted, are on the right track, and cover all angles. The collaboration from customer agencies and industry partners helps us do that.

GSA Continues to Develop Health IT Service Offerings

As stated in the Federal Health IT Strategic Plan, federal agencies are purchasers, regulators, developers, and users of health IT. In their various roles, they set policy and insure, pay for care, or provide direct patient care for tens of millions of Americans. Over the past seven years, our nation’s health information technology (health IT) landscape has experienced a remarkable transformation.  

With an annual growth rate of 7.4%, Health IT Services is one of the fastest growing markets in both the government and private sector.  Therefore, it is not a surprise that GSA’s IT Schedule 70 is seeing increased attention and interest in its Health IT Services solutions.  So, to ensure that IT Schedule 70 stays at the forefront of the Health IT market and to make it even easier for our government partners to get access to new and emerging health IT services, I’m pleased to announce the release of the new Health IT Services Special Item Number (SIN 132-56).  

GSA’s growing subject-matter expertise in the Health IT market, coupled with our existing online procurement tools, will allow us to provide a best-in-class solution for Health IT market research, acquisition planning, and procurement.

What are Health IT Services?

Health information technology (Health IT) makes it possible for health care providers to manage patient care through the secure sharing of health information. A simple example of Health IT is having an electronic health record (EHRs) instead of your medical history and health information on many pieces of paper stuck in a manilla folder.

Other products and services that fall under Health IT include mobile and tele-health technology, ePrescribing, medical sensors, remote monitoring devices, and other assistive technologies.  Health IT allows individuals and healthcare providers from federal, public health and community-based support organizations to electronically collect, share, and use health information.

Given the wide range of activities, and agencies’ desire for Health IT accessibility, the government is in an optimal position to improve healthcare and reduce costs through the secure use of information technology–making Health IT a valuable and strategic market for GSA.

Goals of the Health IT SIN

The Health IT SIN simplifies the procurement process, making it easier for IT Schedule 70 customers to get access to new and emerging health IT services. At the same time, it fosters competition and promotes small business participation. The new Health IT SIN gives industry partners a way to distinguish their Health IT services offerings from other IT related services already under the IT Schedule 70 program, letting them stand out to agencies seeking Health IT services.  It will also allows agencies to more easily identify Health IT solutions and the experts within the healthcare market.  

The Health IT SIN also supports the Federal Health IT Strategic Plan to expand adoption of Health IT services, reduce prices, advance secure and interoperable health information solutions, and strengthen healthcare delivery systems.

Health IT SIN Development and Collaboration

The new Health IT SIN is the result of collaboration between federal agencies and industry partners.  IT Schedule 70 worked closely with the Veterans Health Administration (VHA) and the Defense Health Agency (DHA) to ensure the Health IT SIN is a valuable resource to federal, state, local and tribal governments. We co-hosted industry days and agency meetings, and issued multiple RFIs to ensure we captured comments from both customer and industry partners.  Since the beginning of the Health IT SIN development process, VHA has referred vendors to IT Schedule 70 for possible inclusion under the Health IT SIN.  Additionally, DHA has entered into a Memorandum of Understanding (MOU) with GSA as DHA’s singular Health IT procurement solution.  

This collaboration creates a win-win for both agencies and industry. Our customer agencies stay involved as active participants by using the Health IT SIN, while our industry partners are committed to providing innovative Health IT Services to government users.

Participation is Easy

Current IT Schedule 70 contract holders must submit a modification to their contract through GSA’s eOffer/eMod web page. Industry partners not yet on Schedule 70 must submit an offer. Please follow the steps outlined in our convenient online guide.

ITS Builds Partnerships Improve Health IT

In February 2016, we started a strategic seven-year partnership with the Defense Health Agency (DHA) that represents an estimated $5.4 billion in spend for critical Health IT services and solutions (GSA-DHA Health IT Partnership, 2/4/2016. In just a few short months, it’s already succeeded and proven a model of how we can work across federal agencies to foster collaborative, integrated partnerships to create innovative IT solutions for various mission areas, such as healthcare.

I’m proud to recognize three GSA employees and their DHA counterparts who were recently nominated for the 2016 AFFIRM Leadership Award for their leadership in developing the DHA/GSA Health IT Partnership. The DHA/GSA Health IT Partnership will be recognized and honored at the 2016 AFFIRM Annual Leadership Celebration, Thursday, June 23, 2016.

We continuously strive to grow customer relationships and serve as a trusted advisor to help federal agencies make smarter, more strategic decisions. We work across agencies to foster collaborative, integrated partnerships to not only improve IT acquisition and procurement for our government customers, but also to leverage current IT services and solutions to meet their unique mission and operational requirements.

Jennifer Auble, a customer engagement manager; Larry Hale, director, IT category customer engagement division; and Michael Williams, national account manager with GSA’s Customer Accounts and Research, along with their DHA partners, have worked hard through many political and organizational barriers facing government procurement to achieve a groundbreaking partnership between GSA and DHA that is in the best interests of the federal government and the American taxpayer.

This partnership began when GSA’s Federal Acquisition Service (FAS) and DHA entered into a strategic seven-year partnership representing an estimated $5.4 billion in spend for critical health IT services and solutions. Through this partnership, DHA will direct new health IT procurements to GSA IT contracts, including IT Schedule 70 and the Alliant, Alliant Small Business, 8(a) Streamlined Technology Acquisition Resources for Services II (STARS II), and Veterans Technology Services Governmentwide Acquisition Contract (VETS GWAC).

DHA uses these vehicles as the primary means of procuring supplies and services to support their existing and emerging health IT requirements. In addition, DHA has entered into partnership with GSA’s One Acquisition Solution for Integrated Services (OASIS) program and with the Assisted Acquisition Services organization.
