The 4-1-1 to IPv6

Internet Protocol Version 6 (IPv6) year-end FY14 deadlines are fast approaching for the federal government. If you haven’t started, now is a good time to consider how far we’ve come and what we have left to do to complete IPv6 transition.

The CIO Council’s IPv6 guidance tells us where we’ve been and defines the phased milestones we must meet. So how to get there becomes the question: Have you completed the transition? If not, do you have a plan of action to meet the IPv6 FY14 year-end deadlines?

New Resources are Available

Whether you have a plan and just need a bit of additional help or you’re in the early stages and want a lot of assistance, GSA’s IPv6 SOW Template and Connections II IPv6 resources can help.  

GSA’s IPv6 SOW Template, prepared with input from OMB’s IPv6 Working Group, will make the final journey to IPv6 easier to navigate. Our IPv6 SOW and related documents will help guide agencies through the acquisition process to obtain support to meet the full spectrum of IPv6 deadlines and requirements in a standard, achievable way.  

The template covers everything you need for IPv6: planning, systems analysis, hardware, software, labor, test and integration support. Customize it to suit your needs for any contract, system or equipment. We also include sample inventory and pricing charts, and a potential work breakdown structure. Agency acquisition documents will need to include IPv6 specifications going forward.

Besides providing the SOW Template, Connections II connects agencies to companies with expertise in IPv6 transition services and support. In addition, GSA’s:

  • IT Schedule 70 offers commercial IPv6-compliant IT products and services.

  • Networx allows federal agencies to build seamless, secure operating environments through customized telecommunications services, including IPv6 services.

  • Governmentwide Acquisition Contracts (GWACs) provide IPv6 transition services as part of a total IT solution.

IPv6 Enterprise-wide Benefits

Today, both IPv4 (the legacy Version of IP) and IPv6 are in use. Agencies not only need to meet the deadlines to achieve business continuity across the Internet, but must leverage IPv6 protocol capabilities and ensure compatibility with new Internet services.

The CIO in its IPv6 Roadmap states: “There is more to the IPv6 transition than achieving the basic objective of providing additional addresses. As federal agencies integrate IPv6 within their current operations, they also have the opportunity to employ the new technology to optimize and enhance their business functions.”

“The technological advances provided by the new protocol,” the roadmap continues “will enable agencies to significantly enhance their mission capability by removing the limiting technology of the legacy protocol, IPv4, and adopting IPv6 as the new standard for supporting operational efficiency.“ It can also reduce agency network administration and security support costs downstream.

Rundown of IPv6 Milestones

1990s – Due to economic demand of greater “information accessibility” across the Internet, the worldwide community deploys high-performance infrastructure and begins to develop IPv6

2005 – OMB issues Memorandum M-05-22, “Transition Planning for Internet Protocol Version 6 (IPv6)”

2008 – Federal agencies must deploy IPv6 on federal government network backbones

2009 – Federal CIO Council issues best practices guidelines in “Planning Guide/Roadmap toward IPv6 Adoption within the U.S. Government” (the “Roadmap”), which has since been updated

2010 – OMB releases a subsequent memorandum titled “Transition to IPv6”

2011 – Remaining available IPv4 addresses are released regionally for consumption; Asia Pacific region exhausts its supply of IPv4 Internet addresses, and European and North American regions’ supplies being exhausted

2013 – GSA issues IPV6 SOW Templates and documents to assist agencies with looming deadlines for IPv6

FY 2012-2014 – Federal agencies must achieve phased objectives at end of FY12 and FY14

FY14: Savings, Savings, Savings

In our most recent blog post, we shared how much money federal agencies and taxpayers save by using GSA’s Networx program. And while it’s a significant amount of money, there’s more to the savings story.

Across government we are challenged with constrained budgets and acquisition resources while simultaneously focused on improving procurement and ultimately delivering successful projects and programs. FAS and ITS are drastically rethinking how we can serve our customers by creating a marketplace that will provide agencies with buying options, access to data and information, access to expertise, an improved buying experience, and at the same time deliver significant savings.

Government’s IT Marketplace – Delivering Savings

ITS is government’s go-to source for IT products, services, and solutions. We are committed to helping agencies understand acquisition options and find solutions. This year, we set out with an ambitious goal of bringing $1.35B in savings to our customers and I am happy to report that we were able to meet our goal. Here are some of the savings highlights:

  • The Networx program saved its subscribing agencies $678 million in FY13.
  • One agency is expected to achieve 20% cost savings by using Networx.
  • We helped an agency that needed to connect securely to the public Internet with Managed Trusted Internet Protocol Service (MTIPS) to achieve an estimated 20% cost savings.
  • Most agencies using GSA’s USAccess Program (HSPD-12 Identity, Credentials and Access Management) shared service save between 4 and 9 times the amount it costs to do it themselves.
  • Using the SmartBUY BPAs, agencies saved $775M in software costs compared to commercial prices.
  • The FedRAMP program takes a “do once, use many” approach to Authority to Operate (ATO), which can help save agencies up to a year in time and $100,000 versus conducting their own ATO process.
  • As of September 30, 2013, the new ReverseAuctions.GSA.gov site delivered 17 federal agencies an average savings of 7.27% ($161,549 in savings).

It’s no secret that FAS and ITS focus on increasing the use of GSA acquisition solutions and programs by federal, state, local and tribal governments. By using existing contract vehicles that are flexible and customizable, every agency gets what they need but doesn’t have to recreate the basic procurement process. We aim to reduce the need for duplicate contracts, improve consistency in terms and conditions, improve the chance of successful project outcomes, and of course save agencies money. We leverage the full buying power of the government which gives us the ability to negotiate and drive down prices for everyone.

Initiatives to Reduce Costs in FY14

We’re happy with FY13 results, but this is a marathon and not a sprint, and there is more that we can do. We’re hard at work making FY14 more successful than FY13 with the goal to increase our ability to serve as the government’s marketplace:

  • We want to help agencies make smarter decisions through data: We are piloting prices-paid initiatives for some of our contracts now, including Future COMSATCOM Services Acquisition (FCSA) and Governmentwide Acquisition Contracts (GWACs), making prices-paid data available thereby enabling better buying decisions.
  • We have been conducting a full-scale review and “modernization” of the GSA Federal Supply Schedules contracts to ensure they are best suited to meet today’s needs.
  • We are focusing our offerings around “categories of spend” to streamline offerings and channels to the market.
  • In FY13, we set the groundwork to help government through our Managed Mobility Program that includes a managed mobility information center and our FSSI Wireless BPAs to deliver agency savings in FY14. We are reducing price variability on wireless service plans, and less variation will help agencies make better cost-saving business decisions. Agencies can save 15-20% on wireless service annually and eliminate mobile device costs entirely since zero-cost devices are bundled with service plans.
  • And, we just recently launched the Request for Quote on the FSSI Large Desktop Publisher BPAs, part of the SmartBUY program, which will drive even greater savings for government software.

The underlying purpose of each initiative is to allow us to better serve agency customers and deliver more cost savings. And there are more to come. Not only will our FY14 initiatives serve government needs, but prices-paid data, modernization of contracts, and aligning acquisitions to seller buying patterns help industry partners compete, reduce costs, and make it easier to do business with the government.

How ITS helps small business make government stronger

Small business helps America innovate, create jobs, and grow. These small businesses also play a critical role in moving government forward, and ITS is dedicated to providing ample access and opportunity to connect government to small business. With Small Business Week upon us, I thought it would be a good opportunity to look at how ITS is helping small businesses and government work together.

Moving government forward

I’ve worked closely with small businesses for over two decades and I’ve learned that the size of a business has no correlation with its potential impact. I’ve mentioned before that small businesses are the engine for innovation. They have major roles across government in meeting today’s technology demands and requirements. Just in the past couple of years, I have seen small businesses provide:

  • Consolidation of inefficient and costly legacy systems
  • Implementation and integration of cloud technology into agency IT infrastructures
  • 24 hour help desk and support for critical DoD and civilian IT systems
  • Comprehensive life-cycle support to complex IT projects
  • Subscription services to mobile satellite services
  • Access to the most innovative and efficient IT hardware and software
  • Continuous monitoring for cybersecurity

This is just a small sample of how small business has supported government through our ITS solutions, but there are too many to list. The skills, capabilities, and expertise among small businesses are world class, and the variety of ways government utilizes small business shows just how effective these businesses are in supporting agencies’ missions.

How ITS is helping

At ITS, we are dedicated to helping small businesses compete and grow in the federal marketplace. We have a variety of solutions for agencies to access small businesses that allow them  to compete and agencies to meet their requirements in areas like:

It is not enough to just provide access to these small businesses, but we need to help them succeed. We provide training to small business on how to build their federal business and to our large businesses on how to create optimal partnering and subcontracting opportunities.

We are diligently working to provide small businesses all the tools to compete, but the proof of our success in providing opportunities is in the numbers:

  • 85% of vendors on Schedule 70 are Small Business
  • Projected $6.22B small business revenue through Schedule 70 for FY13
  • 100% of small businesses under our Commercial Satellite Communications program have won awards with a total value of over $8M
  • More than $7.6B has been obligated to our SB GWAC program  since its inception including our current Alliant SB, 8(a) STARS II, and VETS GWACs
  • 79% of our largest SB GWAC, Alliant SB, have won task orders
  • $534M has been awarded to small businesses through subcontracting on our Alliant Enterprise GWAC, which is 42% of all subcontracted dollars.

Thinking Bigger

NOTE: Mary Davie is serving as the Acting Commissioner of GSA’s Federal Acquisition Service (FAS) for 60 days effective July 30, 2012. Her Deputy, Kevin Youel Page, has assumed the role of Acting Assistant Commissioner of the Integrated Technology Service (ITS) during this period.

This is my first blog post, so I will start with a brief introduction. I am Kevin Youel Page and it is a great honor to serve as the Acting Assistant Commissioner in Mary’s absence. Like all of us here at ITS, I believe in a great government through technology.

Prior to joining ITS, I spent time as a GSA customer as well as in industry with large and small companies. In my new role, I remain steadfastly committed to saving agencies time and money, while serving as a responsible steward of taxpayer dollars. If we keep the ideals of speed to savings and innovation in service of customer missions as our north star, we will be achieving our mission.

Federal IT has reached an exciting juncture as we search for new ways to take agencies to the cloud. OMB’s IT 25 Point Reform Plan and Cloud First Policy represented a turning point as agencies began to realize that the cloud could save them significant time and money. GSA has been working with agencies to realize those savings by

  • streamlining the acquisition process through new vehicles like the IaaS BPA and our longstanding GWACs,
  • establishing standardized cloud security through FedRAMP, and
  • sharing our own best practices through providing sample Statements-of-Objectives and Statements-of-Work.

Despite all of the great work that we’ve done to date, there is still more that we can do. We must continue to challenge ourselves to be innovative and to explore new acquisition models. As our acting Administrator Dan Tangherlini recently said, “Just when you think you’ve thought big, think bigger.”

We took Dan’s words to heart and submitted a Request for Information (RFI) to gather industry feedback on the concept of a cloud broker. A cloud broker is an entity that manages the use, performance, and delivery of cloud services, while negotiating relationships between cloud providers and consumers. The RFI positions us to collaborate with industry leaders in creating a cloud strategy that could enable agencies to increase asset utilization and lower IT infrastructure costs.

Following the RFI release, we hosted a Cloud Brokerage Industry Day to answer questions and listen to what people had to say. Thought leaders in federal cloud computing like Keith Trippie, the Executive Director of Enterprise System Development Office in the Department of Homeland Security, and Katie Lewin, GSA’s Cloud Computing Program Director at the Office of Citizen Services and Innovative Technology, led a moderated Q&A discussion with over 160 participants. The RFI, presentations, and Q&A responses can be found on our Cloud webpage. Due to the enormous interest displayed and volume of feedback received, we have extended the deadline to respond to the RFI to September 7.

This was an exciting event because cloud migration represents a major change in the way that government does business, which means that our acquisition model must continue to evolve to respond to the shift. It will not be simple or easy, but GSA remains committed to paving the way to help agencies find innovative and cost-effective acquisition solutions, and I ask industry to join us in accepting this challenge. We are excited to hear your thoughts and ideas.

Laying the Foundation for Integrations

Non-IT professional services continue to represent a major share of government contract spending. While GSA’s Schedules program offers technology and other professional services on an a la carte basis, agencies have asked us to provide a total professional services solution, which often requires acquisition of multiple services across separate functional areas. To answer this request, GSA’s Federal Acquisition Service is preparing a business case for approval by the Office of Management and Budget (OMB) for a new contract vehicle that we are calling Integrations.

Our goal

Integrations will be a strategic program enabling acquisition of complex integrated professional services along with supporting technology. Our governmentwide acquisition contracts (GWACs) have successfully enabled integrated solutions for technology acquisition.  Like the GWACs, we want Integrations to fit closely with customer agency needs so that agencies do not have to create new vehicles.

For example, a key agency need is flexibility. About half of all government spending on complex integrated professional services in FY 2010 took place under cost-type contracts. That is why we are planning to include all task order types in Integrations, including cost reimbursement.

What to expect

GSA is committed to making the contract development process as transparent as possible, and ensure maximum participation by agencies and industry throughout this process. In the next quarter, we’re planning to finalize and post Part I of the Integrations OMB business case to the MAX Information System for agency review and comment. We will also be releasing a project schedule to allow industry to successfully prepare to respond to anticipated requirements.

Our development team is currently establishing a customer working group to include agency representatives from across government. We’ll take their input and validate agency needs over the course of three to four months, after which we will update our draft documents and share them with industry for feedback. In the meantime, industry partners are invited to visit the Integrations industry community on our collaboration platform, Interact, to learn more about the program and communicate directly with the Integrations team.

GSA Puts Sharing First

Federal Chief Information Officer Steven VanRoekel described his path forward for federal IT in a policy speech in Silicon Valley this October and again in the draft Federal IT Shared Services Strategy released just this month. He articulated a “Shared First” paradigm that will lead agencies to root out waste and duplication by sharing IT services, infrastructure, procurement vehicles, and best practices.

As the go-to partner for acquisition, GSA can help agencies go “Shared First”. We are ready to leverage our deep experience in working with customers across government to address their most challenging IT acquisition problems.

Shared IT services

The draft Shared Services Strategy requires agencies to move two “commodity IT services”—back-office IT services common to every agency—to a shared environment by December 31, 2012.

We have provided shared IT services to dozens of agencies over the years. For example, over 90 federal agencies use our USAccess identity management service to issue and manage their employee ID cards.

We are excited to help customers think about how to further consolidate their IT systems.

Shared infrastructure

Before the Federal Data Center Consolidation initiative, the federal government warehoused its data in over 3,000 data centers, tying up outsized amounts of capital and real estate and resulting in higher emissions.

According to VanRoekel, the federal government will close 1080 data centers by the end of 2015, with an estimated cost savings of $3 to $5 billion. GSA is working with agencies to achieve these savings by migrating to shared infrastructures through our data center services and cloud solutions.

Using a shared infrastructure also enhances service, since agencies can rapidly scale their capabilities up and down to match their mission needs, and recover more quickly after an emergency.

Shared procurement

Agencies also use GSA vehicles to minimize their contracting overhead. The State Department has done this by consolidating more than 100 existing task orders down to four through our Alliant and Alliant Small Business Governmentwide Acquisition Contracts (GWACs) for a secure network infrastructure.

When agencies buy alone, they also miss out on the volume discounts available when the government pools its buying power. Customers can get these kinds of discounts from the SmartBUY software program. GSA is also defining new ways for federal, state, local, and tribal government organizations to aggregate their demand by buying IT products as a commodity.

Shared best practices

GSA helps agencies use current best practices in contracting by posting sample statements of work (SOWs) for many of our contracts, such as Alliant and Connections II.

To support common standards, we aligned two GWACs (Alliant and Alliant Small Business) with the Federal Enterprise Architecture (FEA) and Department of Defense Enterprise Architecture (DoDEA). This means agencies can more easily use past SOWs and report their IT investments to the Office of Management and Budget (OMB). It also means that the scope of both GWACs grows and changes as vendors’ technology capabilities grow and change, without requiring a technical refresh.

Will IT Eat Your Agency?

Last week I attended the Gartner Symposium/ITxpo 2011 in Orlando. What a conference! It featured great speakers and great ideas for IT, particularly government IT.

I was especially intrigued by Andrea Di Maio and Jerry Mechling’s predictions for government IT spending, because they spoke to problems GSA is already helping to solve.

Constraints on Government IT Spend

Andrea predicts that by 2013, government financial sustainability will join cost containment as a top driver and constraint for government IT spend. What did Andrea mean by “financial sustainability”, and how does it differ from cost containment? The answer is rather bleak: It’s the survival of the services we’re used to the government providing.

Jerry said IT spend will remain a greater portion of overall budgets, even as budgets shrink overall. In the past, IT investment was a “nice to have.” Now, agencies must keep a laser-like focus on their technology budget to make sure it contributes to their core mission.

Who Decides IT Spend?

Andrea also predicts that by 2014, over half of IT spend will be decided outside the IT department in at least 30% of government organizations. This prediction took me aback. If the IT department isn’t deciding what they spend on IT, who is?

One answer is industry. IT investments will be driven by changes and initiatives in the IT industry, not by IT buyers.

The other answer is tightening budgets. Agencies are considering consolidation and transition to shared services models, which will require the IT department and CIO to take on new roles to make that happen. In the near future, CIOs may need to see themselves more as “Enterprise Program Managers” than as pure CIOs.

How GSA Can Help

We have programs in place to assist agencies facing these trends:

Innovative new acquisition models. Our new IT commodity buying solution is coming online this quarter. We’re leveraging the bulk buying power of the government to offer lower prices for leading IT commodities like laptops and warranty services. We’re issuing blanket purchase agreements (BPAs) off of IT Schedule 70 to leverage existing contracts, and we’ll also be creating a more comprehensive solution that’s not limited by today’s processes and systems. From what I heard at the symposium, we‘ll need that future acquisition model yesterday.

IT consolidation. We can help agencies consolidate both their IT systems and the way they manage their IT programs. Our cloud and data center services solutions enable agencies to fulfill OMB’s Federal Data Center Consolidation Initiative and Cloud First policy. In terms of IT program management, the State Department is consolidating more than 100 existing task orders down to four task orders on our Alliant GWAC.

Innovative shared services. For shared services, agencies can look to TEMS, our telecommunications expense management offering, and USAccess, which provides end-to-end identity management services to 90 agencies and over 620,000 employees. Our Assisted Acquisition Services (AAS) can also manage part or all of the IT acquisition process.

Big Opportunities for Small Businesses

At GSA, we promote small businesses because they are engines of innovation. They’ve got insights and expertise and I love working at an agency that helps them grow and compete in the federal marketplace.

So I’m thrilled that on July 29, 2011, 599 small businesses from across the country received awards on our 8(a) STARS II Governmentwide Acquisition Contract (GWAC). Now in its third generation, 8(a) STARS II is a streamlined program making it easier for government agencies to purchase IT services and meet small business contracting goals. At the same time, the new contract creates real opportunities for these companies to grow in communities across 38 states.

I have seen first-hand what small businesses can do to help government operate smarter and more efficiently. They helped transform GSA’s IT systems, enabling one third of our employees to telework.  They are providing the Federal Acquisition Service’s Chief Information Officer with critical program and application management support. They are even helping us find more environmentally sustainable solutions for our operating environment, something that will reap benefits for years to come.

But don’t just take my word for it. The Department of Defense is now encouraging its acquisition community to use GSA’s Alliant Small Business, 8(a) STARS, and VETS GWACs to access small businesses’ creativity and innovation. The Navy is using Alliant Small Business as part of its IT Services Strategic Sourcing Initiative, something that will ultimately save them money and resources so they can focus on other mission critical activities.

Achieving the IT Reform Plan: GSA’s Four Secrets of Success

Government agencies are six months into implementing the Federal CIO’s 25 Point IT Reform Plan, and according to agency CIO status blogs, we’re on schedule. That’s great news.

However, how we finish is more important than how we stay on schedule. With Federal CIO Vivek Kundra moving on, we need to work that much harder.

That’s why I want to share some secrets that will help us achieve the plan the Federal OCIO set in motion:

Secret #1 – GSA has the first-mover advantage (and wants to share!)
As Casey Coleman pointed out in her blog, GSA successfully addressed point 3 of the IT reform plan: We moved our email to the cloud using our own Alliant GWAC. We can share our scope of work and lessons learned with your agency.

Secret #2 – GSA has the solutions to meet your IT reform plan challenges
We’ve created the first OMB-sanctioned cloud computing-specific contract vehicles for Infrastructure as a Service and Email as a Service, fulfilling points 4 and 5.

We can also help you consolidate your commodity IT spending under agency CIOs (point #20), an area where government is behind the curve. We have stood up a new IT commodity buying program and are building our Federal Strategic Sourcing Initiative (FSSI) Wireless program to provide streamlined acquisition support.

Secret #3 – Involve industry in any IT project
Industry involvement is critical for any IT project, as is communicating early, often, and throughout the process.

At GSA, we are involving industry and agencies to develop new solutions such as our cloud BPAs, our FSSI Wireless, and SmartBUY, as well as planning our Network Services program strategy.

In addition to face-to-face conversations, we are using tools like wikis, discussion boards, and idea-generation tools. We have found these tools to be great ways to augment traditional market research and requirements definition processes, reaching a broader audience as well as increasing transparency and participation.

General Sustainability Administration?

A recent blog post questioned GSA’s recent focus on sustainability as well as our ability to deliver innovative information technology (IT) solutions.

I think that GSA’s pursuit of sustainability is the best way to improve how we deliver innovative IT solutions.

The Business of Sustainability

The real issue here seems to be how we define sustainability—is it a separate environmental bonus or is it woven into the fabric of how we do business?

GSA is obviously motivated by environmental concerns—as demonstrated by Administrator Johnson’s Zero Environmental Footprint (ZEF) “moonshot” goal—but the real impact of our sustainability effort is more nuanced.

Sustainability is a platform through which GSA and all government agencies can tackle their most critical business challenges:

  1. Organizational Change: Sustainability acts as a North Star for government and industry, inspiring change and creating a ripple effect.
  2. Operational Effectiveness: Sustainability allows us to reframe the national conversation on budget cuts as an opportunity to create less waste and use our resources more intelligently.
  3. Innovation: Sustainability is what motivates us to develop and agencies to adopt cutting-edge IT solutions, such as cloud computing.

Sustainability is not a problem; it’s the answer. Here’s why:

Sustainability is a major differentiator for GSA offerings because it’s something our customers want and need. For example, the federal government is the single largest consumer of energy in the United States. That means that when GSA provides an IT solution that requires less energy to achieve the same results, we’re not only going “green” for the environment, we’re also saving “green” for our customers by cutting costs and waste.

Including sustainability into our comprehensive IT solutions improves the acquisition process. For example, we’re incorporating sustainable acquisition into the IT Schedule 70 program as well as our large IT governmentwide contracts (GWACs), such as Alliant and 8(a) STARS, which have already broken records and outpaced many previous contracts.

Our GWACs save our customers time and money precisely because they are designed to meet every agency need:

  • achieving socioeconomic credit
  • improving cybersecurity
  • fulfilling mission goals
  • attaining sustainability

As I see it, delivering integrated services is a major driver to improving GSA’s ability to meet our agency customers’ needs. In fact, GSA can only be a leading IT solution provider by factoring sustainability into everything we do.

From the start, GSA’s sustainability initiative has been about delivering a more efficient, cost-effective, and innovative government for the American people.
